  1. Determine if a zoning permit is required. Contact Zoning Administrator Will Young at westfieldzoning@gmail.com or (802) 715-3077. Permits are required for: construction, reconstruction, conversion, structural alteration, relocation, or enlargement of any building; mining, excavation, or landfill; changes of use; extension of land use; divisions of land; new driveways; wells; and ponds.
  2. Download the Zoning Application (updated 1-8-24) and instructions/flowchart from https://westfield.vt.gov/permits/ or pick up at the town office.
  3. Complete the application. The flowchart on the town website guides applicants through the process.
  4. Submit to the Town Clerk's office at 38 School Street, Westfield, VT 05874, during office hours.
  5. Pay the applicable fee (see fee schedule below).
  6. The Zoning Administrator reviews the application.
  7. Before any new driveway or curb cut, separately obtain a driveway permit from Road Commissioner Eric Kennison at (802) 673-5648. A driveway permit is a prerequisite for obtaining an E911 address.
  8. For public buildings, also apply for a DFS state construction permit.
  9. For projects with wastewater/well, obtain DEC permit.
  10. Contact E911 Coordinator Roger Gosselin at (802) 274-4502 for new address assignments.
