  3. Prepare a required site plan: a scaled, bird's-eye view showing lot dimensions, structure footprints, driveway locations, setbacks, and utility systems.
  4. For subdivisions and boundary adjustments, a state-licensed surveyor's survey is mandatory.
  5. Submit completed application with fee. Fees may be paid online at https://shaftsburyvt.gov/information/pay-fees.php.
  6. Await Zoning Administrator review.
  7. Vermont's mandatory 15-day appeal period begins after permit approval before construction may commence (abutters may challenge).
  8. Post permit on job site.
  9. For public/commercial buildings, also file DFS state construction permit.
