Application Process
- Contact East Carbon City Hall at (435) 888-6613 or contact@eastcarboncity.org to initiate zoning review and confirm the project's compliance with city zoning regulations (Code Chapter 10).
- If necessary, submit an application to the East Carbon City Plan and Zoning Commission (meets third Wednesday each month at 6:30 p.m. at City Hall).
- Download the Building Permit Application from eastcarboncity.org/forms-permits/ or obtain it from Carbon County Building & Planning.
- Gather all required documents per Carbon County's requirements (PDF plan set, plot plan, contractor info or owner-builder form, utility approvals, etc.).
- Submit the building permit application to Carbon County Building & Planning with proof of East Carbon City zoning approval.
- Pay the non-refundable deposit to Carbon County ($250 for new construction/solar).
- Carbon County reviews and issues the permit (14 business days residential, 21 commercial). Additional time may be required if city zoning review is still pending.

- Governed by the 2021 IBC/IRC 180-day rules. A permit becomes invalid if work is not commenced within 180 days of issuance, or if work is suspended or abandoned for 180 days.

- Prefabricated swimming pools less than 24 inches deep.
- Playground equipment.
- Minor repairs that do not affect structural, electrical, plumbing, or mechanical systems.
