Permit Authority

Application Process

  1. Determine whether the parcel is in unincorporated Polk County and whether the project also needs septic, floodplain, right-of-way, commercial fire review, or 911 addressing approvals.
  2. If the site is undeveloped or needs a new physical address, use the county's 911 address or combined residential development, septic, and 911 address permit forms as applicable.
  3. Submit development and septic permits simultaneously. The county's permit page states this has been required effective October 22, 2024.
  4. For commercial projects, complete plan review with the Polk County Fire Marshal before county commercial development permit approval.
  5. If the property is in the floodplain, provide the required elevation certificate before permits can be purchased.
  6. Submit the fillable PDF application to the Permit Department by email or in person, pay the applicable fee, and coordinate inspections.
  7. Complete lot and land evaluation, septic inspections, flood hazard evaluation, and any other inspections required by the county's programs.

General Requirements

A permit is required for any man-made change to improved or unimproved real estate, including buildings or other structures, mining, dredging, filling, grading, paving, excavation or drilling operations, or storage of equipment or materials. A residential development permit must be obtained before building or adding any man-made structure or adding onto an existing structure. A residential development permit is also needed to obtain electric service for the structure. An elevation certificate is required before permits can be purchased when building in the floodplain. OSSF permits are required for septic installation or modification under county and state rules. Commercial development permits require Fire Marshal plan review first. A 911 address permit is required to establish a new physical address. Right-of-way permits are separately required where applicable.

Permit validity
