Application Process

  1. If the project is inside Columbus, Saluda, or Tryon, follow the municipality zoning step first.
  2. For unincorporated projects, submit the county zoning permit application with a plat or site sketch showing property lines and structure placement.
  3. Submit the 911 address application.
  4. Obtain septic and well approval from Environmental Health when required.
  5. Obtain flood zone approval when applicable.
  6. Submit two sets of plans. Required items listed by the county include site plan, appendix B, elevations, foundation plan, floor plan, electrical, plumbing, mechanical, wall section, and roof framing or truss drawings.
  7. If the project is larger than 2,500 square feet or more than $90,000, plans must be sealed by a registered North Carolina design professional.
  8. The general contractor qualifier, or a notarized agent authorization from the qualifier, must pull the permit. Trade subcontractors must be identified by name and license number.
  9. County staff reviews the application. The county guide says to allow four to five days for plan review.
  10. The permit is issued between 9:00 a.m. and 4:00 p.m., Monday through Friday.
