  5. If in FEMA AE flood zone, apply for a Floodplain Development Permit and submit the FEMA Elevation Certificate.
  6. If on private well or septic, obtain Clay County Environmental Health approvals first.
  7. Submit application, plans, contractor and trade information, and utility letters.
  8. Commercial plans are reviewed first-come, first-served after acceptance.
  9. County notifies the applicant by call, fax, or email when approved and ready for issuance.
