General Requirements
County planning states zoning permits are required any time a building, sign, or other structure is constructed, moved, extended, enlarged, or structurally altered, with some exceptions.

- County zoning permits expire 6 months after approval if work has not started. The residential permit form says all permits expire 6 months after issuance if work has not commenced, and expire if work stops for 12 months.

- North Carolina building code and linked 2012 supplement materials; current statewide enforcement is the NC State Building Code under OSFM per requester context
- Owner-builder
- Owner exemption affidavit requires the owner to personally superintend and manage the work, be on site regularly, be personally present for inspections unless plans were drawn and sealed by an architect, and occupy the building for 12 months after completion without renting, leasing, or selling it.
- Contractor requirements
- County licensed general contractor form says the contractor must be licensed and active in good standing and references G.S. 87-14.
