Stat. § 16-901, a first-class city may extend zoning and building ordinance authority approximately two miles beyond its corporate limits (extraterritorial jurisdiction/ETJ). Hebron and Deshler are second-class cities; confirm ETJ applicability with the Zoning Administrator for properties near those city limits.

Application Process

  1. Confirm the parcel is in unincorporated Thayer County (not within city/village corporate limits or any applicable ETJ) using the county GIS map at https://thayer.gworks.com/ or by calling (402) 879-5553
  2. Download the appropriate zoning permit application: general permit at https://thayercountyne.gov/wp-content/uploads/2021/07/zoning-permit.pdf, or grain bin permit at https://thayercountyne.gov/wp-content/uploads/2021/09/Grain-Bin-permit.pdf. Alternatively, pick up forms in person at Room 10
  3. Prepare required documents: completed application, site plan showing structure footprint and placement, setbacks from property lines and road rights-of-way, parcel legal description, and contractor information (if applicable)
  4. Submit completed application in person during office hours. Construction shall not begin without an approved Zoning Permit
  5. Receive permit approval. Construction must be initiated within 6 months of approval and completed within 2 years
  6. For commercial, public assembly, or institutional projects: simultaneously submit plans to the Nebraska State Fire Marshal at https://sfm.nebraska.gov/plans-submittal
  7. For any work disturbing one or more acres, file an NDEE Construction Stormwater NOI before breaking ground
  8. For onsite wastewater/septic system installation, engage a certified professional and register with NDEE
  9. For all electrical work, obtain an NSED permit (District 6, Chris Slocum, (402) 710-6570) and schedule inspections through NSED at https://electrical.nebraska.gov/
  10. If development is proposed in or near a Special Flood Hazard Area (SFHA), obtain a floodplain development permit as required by the county's floodplain management program
