Permit Authority
Oxford is a small, historic waterfront town on the Tred Avon River. The Planning Office handles building permits and zoning for properties within town limits. The town has impervious coverage limitations on all properties, a one-for-one tree replacement program enforced through the Zoning Ordinance, floodplain requirements under a local Floodplain Ordinance (2016), and a Historic District with separate Historic District Guidelines (2014). Application Process
- Review the permit requirements at https://www.oxfordmd.gov/219/Permit-Applications-and-Information and download the Oxford Building Permit Application (2023 version) and Oxford Building Permit Checklist (2022 version).
- For waterfront work (riprap, bulkheads, docks, pilings, and similar), obtain Board of Port Wardens approval, MDE approval, and Army Corps of Engineers approval before applying to the town for a zoning permit.
- Determine whether the project is in the Historic District; if so, confirm whether Historic District Guideline review is required.
- Assess impervious coverage: Oxford imposes impervious coverage limitations on all properties. Calculate accurate impervious coverage for the proposed work. If impervious surface is being added, confirm the calculation complies with the town's limits.
- If trees or shrubs are being removed in or near tidal buffers, complete and submit a Simplified Buffer Management Application. Tree removal requires compliance with the one-for-one tree replacement program.
- Complete the building permit application with full property and project information. Prepare a recorded plat survey, site plan, or drawing (3 copies) showing: actual dimensions and shape of the parcel; locations and sizes of existing and proposed structures; impervious coverage calculations; location of construction material storage areas; Critical Area boundaries and buffers where applicable; sediment control plan; floodplain elevation and delineation.
- Submit application, three copies of the site plan, required supplemental forms (erosion and sediment control plan, buffer management application if applicable, fence description if applicable), and applicable fees to the Planning Office.
- After permit issuance, contact MDIA at 410-822-8300 for all inspections (building, plumbing, HVAC/mechanical, and electrical). Provide property address and permit number.
