  2. Prepare the required plat or plan in duplicate showing lot dimensions, building location and size, setbacks, adjoining setbacks, and other ordinance-required information
  3. Submit the application to the city for Building Inspector review; the ordinance also requires lot-of-record certification in certain cases
  4. Do not begin construction, erection, moving, alteration, or sign work until the Building Inspector issues the permit
  5. Obtain the Certificate of Occupancy from the Building Inspector before occupancy or a change in use
