- Optionally schedule an EDGE pre-submittal meeting with Planning & Development and related city departments
- Submit the zoning and plan review application and pay the zoning/plan review fees to the Planning & Development Administrative Assistant
- Complete Phase One civil/site review and zoning review, including land-disturbance review when one acre or more will be disturbed
- After site approval, submit building plans for Phase Two review by the Building Inspector and Fire Inspector; state fire-marshal-approved plans are required first when that state review applies
- After all plans are approved, submit the building permit application and list the trades contractors at submittal
- Pay the calculated permit fee; the city then releases the permits
- Schedule inspections through Planning & Development during construction, and obtain final approvals from building, fire, and engineering before the Certificate of Occupancy is issued
