General Requirements

Permits are required for all new construction, alterations, and remodels. The town also states a permit is required for nearly everything except routine maintenance.

Required Documents

  • Two sets of proposed plans and two sets of existing plans. Structural work needs a Colorado licensed design professional stamp. IRC projects may use either a Colorado licensed architect or structural engineer for structural drawings; IBC projects require a structural engineer for structural drawings and a Colorado licensed architect for architectural drawings. Digital stamps are acceptable when applicable.
Building code
As of January 13, 2026, Breckenridge follows the 2024 IBC, 2024 IRC, 2024 IPC, 2024 IMC, 2024 IFGC, 2024 IECC, 2024 IEBC, 2024 IPP SC, 2023 NEC, ICC Electrical Code administrative provisions, the 2025 Colorado Wildfire Resiliency Code, and the 2023 Colorado Model Electric Ready and Solar Ready Code, plus the 2024 IFC by reference.
Owner-builder
The owner of a residential property may apply as an owner/builder. Electrical and plumbing work on a homeowner permit must be performed by Colorado state licensed trades and cannot be done by the owner.
Contractor requirements
Contractors listed on permits must hold a Town of Breckenridge business license. Electrical and plumbing contractors must also hold the appropriate Colorado state licenses. PV and fireplace work have additional trade certification requirements.

65 percent of the permit fee.
